How many is just way too many? How many graduate programs am I allowed to apply to before it's just seen as "way too much"? I'm sorry that I narrowed it down to 6 schools for a journalism division, and that I narrowed it down to 15 for the MA program in English.

Yeah, it's too much. Plus at an average of $50-75 per application, I don't think so. I'm not going to pay over a grand total in apps just to get rejected. I'm not going to pay that much to get the door slammed in my face.
